Clemmens picked for Hydraulic Structures Medal

ASCE has honored Albert Clemmens, Ph.D., P.E., D.WRE, M.ASCE, with the 2021 Hydraulic Structures Medal for advancing the science and engineering of flow measurement for irrigation.

Clemmens retired from the Agricultural Research Service, U.S. Department of Agriculture in 2011 after 35 years of service. He developed technology for improving water management, including low-head flow measurement methods, canal operations, canal automation, hydrologic water balances, and irrigation performance metrics. He is an international expert in open channel flow measurement.

He has written several books on the subject. His WinFlume software (reprogrammed by the U.S. Bureau of Reclamation) is used worldwide. He developed the Energy-Momentum Method for calibration of radial and sluice gates, which is used in the Bureau’s WinGate software. He also developed procedures for determining the accuracy of open channel flow measurement methods, including weirs, flume gates, and current metering.

Another outstanding accomplishment of Clemmens in flow measurement was the development of the Repogle Bos and Clemmens (RBC) flume, which combined simplicity of design and construction and the ability to calibrate using a numerical flow model. The development of the RBC flume was a tremendous advancement on previous flumes that required in-the-field calibration unique to each flume. In addition, the RBC flume has relatively low head loss and the ability to tolerate substantial downstream submergence, making its use appropriate for nearly all flow conditions and situations.

The Hydraulic Structures Medal is awarded to an individual or individuals for significant contributions to the advancement of the art and science of hydraulic engineering as applied to hydraulic structures.
