Gregory F. Scott, P.E., F.ASCE, a senior project manager in the firm of Buchart Horn, has been named a Fellow by the ASCE Board of Direction.
Scott has over 25 years of experience in civil engineering. At Buchart Horn he is responsible for all phases of project assignments for numerous municipal clients. This involves comprehensive facilities planning; design of collection systems, transmission mains, storage reservoirs, pump stations, SCADA systems, and treatment works; administration of all phases of government grant and permit programs; preparing annual budgets and technical support for bond refinancing; infiltration and inflow studies; hydraulic characteristic and system inventory studies; implementation of combined sewer overflow programs; and construction management of civil municipal, water, and wastewater projects. He directs a technical staff of civil engineers, designers, and clerical support.
An active member of ASCE, Scott has been involved with the Pittsburgh Section since 1993, having formerly served as President of the Younger Member Forum, a member of the Board of Directors of the Pittsburgh Section, the Chairman of the Section’s EWRI Chapter, and Section Vice President and President.
He most recently served on the Environmental Water Resources Institute (EWRI) Governing Board. He fulfilled two terms as an ASCE Region 2 Governor from 2006 until 2012, representing civil engineers from Pennsylvania, Delaware, Maryland, and the District of Columbia. He also served on the Committee on Annual and Specialty Conferences, State Government Relations Committee during his terms as Governor, and was the Chairman for ASCE’s 142nd Annual Civil Engineering Conference, in Montreal, October 2012.
Scott served on the Pennsylvania Infrastructure Report Card Committee for the Report Card’s 2006 release, was Chairman of the Committee for its 2010 update, was lead author of the 2014 Pennsylvania Infrastructure Report Card Wastewater Grade Report, was on the executive organizing committee for the 2008 ASCE Annual Conference held in Pittsburgh, and chaired the Construction Legislative Council of Western Pennsylvania in 2013-14. He is currently serving as the Pittsburgh Section Legislative Affairs Committee Chair, as Chairman of the EWRI Professional Practices Council, and as Chairman of the Technical Program Subcommittee for the ASCE Annual Convention.
Scott is a 1992 graduate of Penn State University with a degree in Environmental Engineering Technology. He obtained his master of science degree in civil environmental engineering from the University of Pittsburgh in 2005.
