Larry D. McCallister, Ph.D., P.E., F.ASCE, chief of the Engineering and Construction Division for the U.S. Army Corps of Engineers (USACE), has been named a Fellow by the ASCE Board of Direction.
McCallister was appointed to the U.S. Army Senior Executive Service in September 2013. He provides executive leadership for all technical engineering activities during planning, design, and construction for the worldwide military, civil works, environmental, support to others, and international programs within USACE, with a budget influence of over $40 billion and a worldwide workforce of over 35,000.
Prior to his current assignment, he was the regional business director and director of military, international, and environmental programs for South Atlantic Division, USACE. Previous assignments include that of deputy district engineer for program and project management (DPM) for the Transatlantic Afghanistan District, USACE, in Kabul, where he oversaw a construction program in excess of $3.2 billion. He has also served as the DPM for the USACE Alaska District.
McCallister is Acquisition Level III certified in facility engineering, is a Fellow with the Society of American Military Engineers, and was inducted into the Academy of Civil Engineers and awarded an honorary Professional Degree in Engineering from his Missouri alma mater.
He retired in 2009 from the U.S. Army as an engineer officer at the rank of Colonel after 30+ years of service. During his military career he commanded the U.S. Army Engineering and Support Center, Huntsville, AL, with an annual acquisition, engineering, design, construction, and planning program of $1.3 billion. McCallister also commanded the USACE Gulf Region South District in Iraq, responsible for a $2.5 billion Iraqi reconstruction program. Other key assignments include the J4 for U.S. Forces Japan at Yokota Air Base, Japan; USACE Israeli Program Director, Tel Aviv; USACE Area Engineer/Commander, Incirlik Air Base, Turkey; and various command and staff positions in Texas, Virginia, New York, Kansas, Alabama, Germany, Korea, Iraq, Somalia, Albania, and Saudi Arabia. He served multiple combat tours in Iraq (DS/DS, OIF), Somalia, Afghanistan, and Albania/Kosovo.
Among McCallister’s awards and decorations are the Meritorious Civilian Service Award, Superior Civilian Service Award (2), Defense Superior Service Medal, Legion of Merit (2), Bronze Star Medal, Meritorious Service Medal (4), and over 30 combat, service, and commendation medals. He was selected as the 2000 USACE Military Engineer of the Year, and as one of the Top Ten Federal Engineers of the Year by the National Society of Professional Engineers. He is also a recipient of the Army Engineer Association’s Silver De Fleury Medal for outstanding engineering support to the Army Engineer Regiment.
He earned his bachelor’s and master’s degrees in civil engineering from the University of Missouri at Rolla. He also earned a master’s degree in strategic studies from the U.S. Army War College and a doctorate in civil engineering from the University of Texas at Arlington. He is a registered professional engineer and a certified Project Management Professional.
