Leska has focused mainly on traffic engineering, transportation management, and heavy civil design. Over the past 14 years he has contributed as an engineering division manager for the Town of Marana, AZ, for Traffic Operations, Capital Improvement Programs, and Development Engineering. Prior to his work with the Town, he spent eight years as a project engineer and project manager in the private sector. He has solved engineering dilemmas from Detroit to San Diego, and designed or been involved in projects from New Mexico to Florida.

Leska’s work with the Town of Marana (a suburb of Tucson, AZ) includes transportation mobility through thoughtful planning and regional transportation process innovations. His contributions have come through leading teams in the design and construction of large, federally funded traffic interchange projects, over 100 traffic signals, dozens of miles of divided highway and arterial roadways, Intelligent Transportation System networks, and countless drainage projects.

Leska served as an adjunct professor in the Department of Civil Engineering and Engineering Mechanics at the University of Arizona (his alma mater) early in his career. He is passionate about educating younger generations toward advancement in mathematics and science. He is an elected Board member of the Amphitheater Unified Public School District, which is the second-largest school district in the Tucson region.

He was also appointed by and served the state as the chairman of the Arizona Standards Development Committee for K-12 education standards. Through his efforts, he has not only helped shape the civil engineering profession, but also helped formulate the education system in Arizona for generations to come.

Leska is a licensed professional engineer in California and Arizona. He is also registered as a certified Professional Traffic Operations Engineer by the Transportation Professional Certification Board Inc.
