David D. Dee Jr., P.E., D.WRE, F.ASCE, a water resources and civil engineer with WSP USA Inc. who has over 32 years of experience in the field, has been named a Fellow by the ASCE Board of Direction.
With WSP USA itself for over three decades, Dee has been assistant vice president, senior supervisory engineer, and senior project manager. His experience comprises design and project management from simple roadway and site development projects to multiproject, multimillion-dollar environmental and water resources programs. As a project and task manager, he coordinates these projects with not only each discipline within WSP, but also with joint-venture partner firms, contractors and subcontractors, and client representatives, as well as coordinating work with regulatory agencies and utility companies for construction approvals and permits. He earned his Senior Technical Principal status with WSP because of his technical expertise in civil and water resources engineering in the areas of site development and design, drainage design, hydrologic and hydraulic design, and stormwater management design.
Dee is renowned for his technical and geographical leadership in ASCE. As a founding member of ASCE’s Environmental and Water Resources Institute, he was elected to EWRI’s Governing Board (2013-2017), serving as President (2015-2016). He currently serves on the EWRI Standards Committee for Management Practices for Controlling Erosion and Sediment, which published ASCE Standard 66-17 in 2017. Attending most of the EWRI congresses, his enviable record of attending ASCE conferences began in May 1994 when he wrote and published his first paper for the ASCE Water Resources Planning and Management Division Specialty Conference held in Denver, Colorado. The American Academy of Water Resources Engineers in 2008 recognized Dee’s professional qualifications in water resources engineering as a Diplomate who was awarded a Certificate of Special Knowledge.
Geographically in ASCE, Dee is noted for his service as a governor on the first Region 4 Board of Governors (2004-2009) while serving as president of the West Virginia Section. His role with the Maryland Section began when he served as the Younger Member director on the Board in 1997, and he still serves on the Maryland Section Scholarship Committee. He currently is a member on the Board Committee for America’s Infrastructure, which plays a key role in guiding Congress, the Office of the President and the American public on the severe underfunding of infrastructure.
Dee’s ASCE awards include the Maryland Section Young Engineer of the Year award (1997), Edmund Friedman Young Engineer Award for Professional Achievement (1997), West Virginia Section Civil Engineer of the Year Award (2003) and Maryland Section Civil Engineer of the Year award (2016). He also received the Engineering Society of Baltimore Civil Engineer of the Year Award in 2017.
Dee obtained his bachelor of science in civil engineering from Virginia Polytechnic Institute and State University in 1987, during which he started his long association with ASCE as a member of the Student Chapter. He obtained his master of engineering in civil and environmental engineering from the University of Maryland at College Park in 1998.
