Barmoy Named ASCE Fellow

Kristin D. Barmoy, P.E., F.ASCE, the president of Hanover Land Services Inc., in Westminster, Maryland, has been named a Fellow by the ASCE Board of Direction.

Barmoy manages the administrative and technical aspects of HLS, a provider of professional land surveying, planning, site and hydrology/hydraulic engineering services. She manages the administrative and technical aspects of HLS; develops, implements and maintains effective marketing programs; and reviews and executes all formal contracts and agreements.

She has 33 years of civil engineering experience, much of it running a professional consulting firm, and has been in leadership since 1995. She increased HLS’s sales from approximately $300,000 to $2.6 million over her first six years of company ownership. She also served as bureau chief of stormwater management and Sediment Control for Carroll County, Maryland, for five years.

Barmoy’s technical experience includes development plan review and approval; supervision of grading and sediment control plan enforcement; site, roadway, stormwater management, drainage and sediment control design and permitting; flood-plain delineation and permitting; NPDES permitting; coordination with clients and government agencies to assure timely project approvals; stormwater management and stream construction inspections; and as-built plans.

Barmoy earned a B.S. in civil engineering from Virginia Polytechnic Institute and State University and an MBA from Loyola College. She is a professional engineer licensed in Maryland, Pennsylvania, Delaware, Virginia and New York.
