Tom Brooks-Pilling, AIA, NCARB, DBIA, LEED AP BD+C, was WSP's project manager for the Fulton State Hospital project. Based in WSP's St. Louis office, he is the architectural practice leader for transportation and infrastructure in the firm's central district.
